Preamble of the Constitution of India: 
"WE, THE PEOPLE OF INDIA, having solemnly resolved and constituted India into a SOVEREIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC and to secure to all its citizens JUSTICE, social, economic and political; LIBERTY of thought, expression, belief, faith and worship; EQUALITY of status and of opportunity; and to promote among them all FRATERNITY assuring the dignity of the individual and the unity and integrity of the Nation; 
In promoting our "National ParaMedicals Employees Federation (PMEF)" an NGO affiliated to National Democratic & Socialistic Party (NDSP) in their PROMOTION MEETING Presided by Veteran & Advocate High Court & Editor MA Mujeeb, attended by SL Goud, Venkata Chary, Madan Mohan, VS Laxmi, Venkatesh, Rajya Laxmi, Anjaiah, MAI Zabiulla and others, on this 01st day of May 2020, do HEREBY ADOPT, ENACT AND GIVE NDSP & ParaMedicals Employees Federation (PMEF) to ourselves.

Dear Brothers & Sisters ! We appraise you about our National Para Medicals Employees Federation (NPMEF) is a Society for the welfare and empowerment of Para Medicals Employees in hospitals, shops, institutions, pharma units etc across the nation. 

The Paramedical Employees wing is affiliated to National Democratic & Socialist Party (NDSP).

I. Main Aim, Objective of National Para Medicals Employees Federation ( NPMEF ) are as under:

(1) Lay a ROADMAP for the Para Medicals Employees working across the nation and to benefit them with the national, regional and local governments policies.

(2) For educating Para Medicals Employees with their constitutional rights and deliver progressive and competitive services in the field of medical services both in private sector, public, corporate and MNCs, and promote job protection during employment and his/her post retirement from such hospital.

(3) Protect life and self respect of Para Medicals Employees Federation and work for their welfare, protection and empowerment of ParaMedicals Employees.

Objectives of National Para Medicals Employees Federation ( NPMEF ): The following are the NPMEF's objectives

(1) To improve the economic lot of Para Medical Employees by securing them better wages.

(2) To secure for ParaMedicals Employees better working conditions.

(3) To secure bonus for the Para Medicals Employees from the profits of the enterprise/organization.

(4) To ensure stable employment for ParaMedicals Employees and resist the schemes of management which reduce employment opportunities.

(5) To provide legal assistance to Para Medicals Employees in connection with disputes regarding work and payment of wages.

(6) To protect the jobs of ParaMedicals Employees against retrenchment and layoff etc.

(7) To ensure that Para Medicals Employees get as per rules provident fund, pension and other benefits.

(8) To secure for the Para Medicals Employees better safety and health welfare schemes.

(9) To secure Para Medicals Employees participation in management.

(10) To inculcate discipline, self-respect and dignity among Para Medicals Employees.

(11) To ensure opportunities for promotion and training of Para Medicals Employees at management cost.

(12) To secure organizational efficiency and high productivity by good employment conditions of Para Medicals Employees.

(13) To generate a committed Para Medicals Employees work force for improving productivity of the system.

(14) Fight for best infrastructure, safety and facilities in respective Institution and hospital and pharma industry for ParaMedicals Employees.

(15) Render service to the nation in the field of national building communal harmony, national unity and integration and against Manuvad and Manusmriti.

(16) Restrain from Militant forms of Para Medicals Employees and Labour Unionism

(17) Move the Executive, Legislature and the Judiciary for framing, execution and by the judicial review for healthy Labour Reforms for ParaMedicals Employees.

(18) Fight and provide residential Houses / Plots / apartments to the members of Federation, who do not own any house or property on their names.

(19) To fight for the protection of the Constitution of India in letter and spirit and restrain conspirators of bringing Manusmriti in its place.

(20) Fight for nationalization of Corporate Hospitals industries and fight for protected Medical and health PSUs.

(20) Celebrate Labour Day, Medicals, Health Days and their Icons & national anniversaries Para Medicals Employees Federation and NDSP's anniversaries.

(21) Fight for enhanced ESI Benefits including extended hospital facility to the Para Medicals Employees.

(22) Fight for Economic and Non Economic Objectives of the National ParaMedicals Employees Federation's members.

(23) Fight for Short-Term and Long-Term Objectives of National ParaMedicals Employees Federation's members.

(24) To fight for regularisation of Para Medicals Employees and Labour in Government, Govt's Institutions,

(25) Other aims as decided by the respective General Body and NDSP from time to time AMONG OTHERS.
I. National Para Medicals Employees Federation ( NPMEF )
1. NPMEF draws its operational WILL from respective Hospital or group of Hospitals or Village NPMEF General Body, NPMEF Mandal General Body, NPMEF District General Body, NPMEF Parliament Constituency General Body, State NPMEF General Body and National NPMEF General Body Meeting (GBM).

2. There shall be a General Body Meeting at the Village/Municipal Division.

3. Each General Body elects Executive NPMEF Committee or as nominated by NSDP President consisting of respective Committee consisting of President,  Vice President - 2 one each for man and woman, General Secretaries (2 - one each for man and woman), Secretaries(2-one each for man and woman ), Jt Secretary (4, 2 each for male and female) and Treasures (2) for a period of 3 Years.

4. Each committee addresses NPMEF’s objectives in their respective area and works for the all round development and Welfare of Dalit, OBC, Minority and EWS Para Medical Employees welfare through the Constitutional means.

5. The respective committee is answerable to the respective General Body, their Higher Committees and NDSP. 

Each Village Para Medicals Employees Village GBM deputes 8 of its members, two each for the Block / Mandal Labour General Body, District Labour GB, State Labour GB and all India Paramedical Employees GB Meetings.

I. NPMEF's Unit's Para Medicals Employees General Body : NPMEF's Unit (Hospital's) Para Medicals Employees General Body in each Hospital will consist of all members of NPMEF who are more than the age of 18 years, not insane or are not bankrupt that Unit NPMEF's Units GB reviews and forecasts, plans, coordinates the Labour, safety, protection from job etc and suggest Labour and Employment policies, Socio-economic advancement, welfare, self respect and constitutional rights of all Para Medical Employees / Labour. 

The respective GBM elects or as NDSP appoints its respective Executive Committee members consisting of Chairman (NDSP), President 2 and  Vice President - 2 one each for man and woman, General Secretaries (2 - one each for man and woman), Secretaries(2-one each for man and woman ), Jt Secretary (4, 2 each for male and female) and Treasures (2) for a period of 3 Years.

The respective committee is answerable to its General Body and the Higher Committees and its principal NDSP. Unit GB also elects its 8 delegates 10 each to represent at at Village / Division Para Medical Employees General Body, Mandal/Black ParaMedical Employees General Body, District ParaMedical Employees General Body, PC Constituency's Para Medical Employees GB, State Para Medical Employees General Body, All India ParaMedical Employees General Body.

II. NPMEF's Village / Municipal Ward General Body (VLGB) consists of all members of NPMEF and delegates of respective industrial unit in respective Village or Municipal Division or Municipality and that GB reviews and forecasts, plans, coordinates the NPMEF Cultural advancement, empowerment, welfare, self respect and constitutional rights of all the NPMEF's members, Para Medical Employees in Village. 

The respective village / Division Para Medical Employees GBM elects or as appointed by NDSP from Units and Village respective Executive Committee members consisting of Chairman ( the NDSP President),2 Presidents (one each for Men and Woman), Vice Presidents 2 (one each for Men and Woman), General Secretary (2) (one each for Men and Woman), Secretaries(2 (one each for Men and Woman), Jt Secretary (4, 2 each for Men and Woman) and Treasures (2 - One each for Men & Woman) for a period of 3 Years. 

The respective committee is answerable to the General Body and the Higher Committees and NDSP.

III. NPMEF's Mandal or Block General Body (MPM/BGB) will consist of all delegates of respective VILLAGE / division General Body in Mandal or as appointed by NDSP. reviews and forecasts, plans, coordinates the Para Medicals Employees Cultural advancement, empowerment, welfare, self respect and constitutional rights of all the Para Medical Employees in Mandal or Block. 

The respective Mandal or Block Para Medical Employees GBM elects or as appointed by NDSP from Units and Village respective Executive Committee members consisting of Chairman (the Mandal or Block President of NDSP), 2 Presidents (one each for Men and Woman), Vice Presidents (one each for Men and Woman), General Secretary (2) (one each for Men and Woman), Secretaries(2, one each for Men and Woman), Jt Secretary (4, 2 each for Men and Woman) and Treasures (2 - One each for Men & Woman) for a period of 3 Years. 

The respective Para Medical Employees committee is answerable to the Mandal/Block General Body and the Higher Committees and NDSP.

IV. NPMEF's Parliamentary Constituency Para Medicals Employees General Body (PCPMGB) will consist of all delegates of respective VILLAGE / division General Body in Parliamentary Constituency or as appointed by NDSP, reviews and forecasts, plans, coordinates the Para Medicals Employees Cultural advancement, empowerment, welfare, self respect and constitutional rights of all the Para Medicals Employees in Parliament Constituency. 

The respective PC Para Medicals Employees GBM elects or as appointed by NDSP from PC Units and Village respective Executive Committee members consisting of  One Chairman (President of NDSP Division) 2 Presidents (one each for Men and Woman), Vice Presidents (one each for Men and Woman), General Secretary (2) (one each for Men and Woman), Secretaries (2, one each for Men and Woman), Jt Secretary (4, 2 each for Men and Woman) and Treasures (2 - One each for Men & Woman) for a period of 3 Years. 

The respective PC Para Medical Employees committee is answerable to the PC General Body and the Higher Committees and NDSP.

V. NPME's District Para Medicals Employees General Body will consist of all delegates of respective VILLAGE / division General Body in such District or as appointed by NDSP, reviews and forecasts, plans, coordinates the Para Medical Employees Cultural advancement, empowerment, welfare, self respect and constitutional rights of all the Para Medical Employees in District.

The respective Dist Para Medical Employees GBM elects or as appointed by NDSP from Para Medicals Employees Units in District. DPMEGB elects its respective Executive Committee members consisting of Chairman -1 (NDSP District President), 2 Presidents (one each for Men and Woman), Vice Presidents (one each for Men and Woman), General Secretary (2) (one each for Men and Woman), Secretaries (2, one each for Men and Woman), Jt Secretary (4, 2 each for Men and Woman) and Treasures (2 - One each for Men & Woman) for a period of 3 Years. 

The respective District Labour committee is answerable to the District Para Medical Employees GB and Higher Committees and NDSP.

V. NPMEF's State Para Medical Employees General Body (SPMEGB) will consist of all delegates of respective VILLAGE / division General Body in such State or as appointed by NDSP from among members of Para Medical Employees in the State. 

It reviews and forecasts, plans, coordinates the Para Medical Employees Cultural advancement, empowerment, welfare, self respect and constitutional rights of all the Labour in the State. 

The respective State Para Medical Employees GBM elects or as appointed by NDSP from Para Medical Employees Units in State. SPMEGN elects its respective Executive Committee members consisting of Chairman -1 (NDSP State President), 2 Presidents (one each for Men and Woman), Vice Presidents (one each for Men and Woman), General Secretary (2) (one each for Men and Woman), Secretaries (2, one each for Men and Woman), Jt Secretary (4, 2 each for Men and Woman) and Treasures (2 - One each for Men & Woman) for a period of Three Years. 

The respective State Para Medical Employees committee is answerable to the State Para Medical Employees General Body and the Higher Committees and NDSP.

VII. NPMEF's National ParaMedical Employees General Body (NPMGB) will consist of all delegates of respective VILLAGE / division General Body in such State or as appointed by NDSP from among members of Para Medical Employees in the Nation. 

It reviews and forecasts, plans, coordinates the Para Medical Employees Cultural advancement, empowerment, welfare, self respect and constitutional rights of all the ParaMedical Employees in the Nation. 

The National Para Medical Employees GBM elects or as appointed by NDSP from ParaMedical Employees Units in the Nation. NPMEGB elects its respective Executive Committee members consisting of Chairman (National President of NDSP) 2 Presidents (one each for Men and Woman), Vice Presidents (one each for Men and Woman), General Secretary (2) (one each for Men and Woman), Secretaries (2, one each for Men and Woman), Jt Secretary (4, 2 each for Men and Woman) and Treasures (2 - One each for Men & Woman) for a period of 3 Years. 

The National ParaMedical Employees committee is answerable to the National ParaMedical Employees General Body and the Higher Committees and NDSP.

Annual Membership fee of NPMEF: The membership fee is used for its village/ward committee in achieving its objectives. 

The membership fee is subject to audit by its members through GBM and also by the internal and external auditors. 

The annual membership fee is as under :
(i) Para Medical Employees on contract : Rs. 100-00.
(ii) Permanent ParaMedical Employees : Rs. 200-00/-
(iii) Permanent Para Medical Supervising Employees :Rs.300/-
(iv) Permanent ParaMedical Employees who are Income Tax Payees : Minimum Rs. 500/- maximum as desired
